Subcontractor / Supplier Goals, Set Asides, Preferences
The University of Washington is committed to providing the maximum practicable opportunity for participation by minority business enterprises (MBEs) and women business enterprises (WBEs) in its contracts through direct contracts with the University, and sub-consulting or supplier participation. The University strongly encourages MBEs and WBEs certified by the State OMWBE to respond to this RFQ. Voluntary goals of 10% for MBEs and 6% for WBEs have been established for this project. However, no minimum level of MWBE participation will be required as a condition for entering into a contract. The University is also an affirmative action-equal opportunity employer.
While the University is interested in contracting with firms who employ a diverse workforce, this should not be part of the MWBE Outreach Plan, where the focus is on outreach efforts to contract with minority-owned and women-owned businesses.
Scope of work
 The scope of services shall include: working as a part of the UW’s Planning & Management team to prepare analysis, materials and documents necessary to the submission for approval as the updated CMP. At a minimum, this work will include updating all of the elements listed in Section II. A. of the City University Agreement, which include the following:

  1. Boundaries of the University of Washington as marked on the official Land Use Maps, Chapter 23.32 of the Seattle Municipal Code, and any proposed changes;
  2. Proposed non-institutional zone designations for all areas within the boundaries;
  3. A site plan which provides the height and location of existing facilities;
  4. A site plan which provides the location of existing and proposed open space, landscaping, and screening;
  5. A site plan which provides the general use and location of any proposed development and proposed alternatives;
  6. The institutional zone and development standards to be used by the University;
  7. A general description of existing and proposed parking facilities and bicycle, pedestrian, and traffic circulation systems within the University boundaries and their relationship to the external street system;
  8. A transportation plan, which will include specific University programs to reduce traffic impacts and to encourage the use of public transit, carpools, vanpools, and other alternatives to single-occupancy vehicles;
  9. A general description of future energy and utility needs, potential energy system and capacity improvements, and proposed means of increasing energy efficiency;
  10. A description of alternative proposals for physical development including explanation of the reasons for considering each alternative;
  11. A site plan that includes proposed development phases, including development priorities, estimated timetable for proposed developments, and proposed interim uses of property awaiting development;
  12. A description of any proposed street or alley vacation

Additional elements or policy areas may be identified in preliminary phases of work. Several recent and ongoing studies will be used to inform the updated CMP. These studies include; the West Campus Development Framework (WCDF), the Campus Landscape Framework (CLF), and the South Campus Study II.
