OAK RIDGE FEDERAL INTEGRATED COMMUNICATIONS NETWORK THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A PRE-SOLICITATION NOTICE, REQUEST FOR PROPOSAL (RFP), OR AN INVITATION FOR BID.
THIS IS A MARKET RESEARCH SURVEY PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 5 TO IDENTIFY POTENTIAL SOURCES.
This notice is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any costs incurred as a result of their participation in this survey. The purpose of this Sources Sought Notice is to assist the Department of Energy (DOE) in conducting market research to identify sources of services that meet its requirements, and in accordance with FAR Part 10, to make appropriate acquisition decisions and to gain knowledge of potential sources that are capable of providing Wired Telecommunication Services.
DOE is considering competing this requirement using either FAR Part 8, Required Sources of Supplies and Services (GSA Federal Supply Schedule program) or FAR Part15, Contracting by Negotiation.
The proposed North American Industry Classification System (NAICS) code for this acquisition is 517110, with a small business size standard of 1,500 employees.
DESCRIPTION OF SERVICES – DOE desires a single Contractor to provide a broad range of telecommunications services for the DOE Oak Ridge Federal-Integrated Communications Network (ORF-ICN). The ORF-ICN provides telecommunications services to DOE (including the National Nuclear Security Administration), its onsite Contractors, and other Government agencies in Oak Ridge, Tennessee. The DOE Oak Ridge Reservation (ORR) includes the Oak Ridge National Laboratory (ORNL/ historically known as X-10 Site), East Tennessee Technology Park (ETTP/historically known as K-25 Site), Y-12 National Security Complex (Y-12 NSC), the NNSA Office of Secure Transportation (OST), Oak Ridge Institute for Science and Education (ORISE), and the Oak Ridge Townsite (ORT). The term “ Oak Ridge Townsite” refers to the Federal Building (FB), the Office of Scientific and Technical Information (OSTI), Building 2714 facilities, the DOE Inspector General (DOE IG) facility and various locations in the local vicinity.
