The Colville Confederated Tribes Human Resources Department is issuing a RFP for revisions to the existing Employee Policy Manual (EMP).

The Confederated Tribes of the Colville Indian Reservation (“Colville Tribes” or “Tribes”) Human Resources Department (“HR”) is issuing this Request for Proposals (“RFP”) to solicit responses from the most qualified individual or company that is a well-established and highly qualified Human Resources consultant in the practice of Indian Employment Law to produce and supply the Tribes the following items in a timely manner:

  • A comprehensive assessment of the Tribes and its employment needs in regards to employment law through consulting with key positions within the Tribe (e.g. Executive Director, Office of Reservation Attorney, Human Resources Manager, etc.)
  • Review current and pending Tribal Code (Tribal Laws) that relate to the EPM and employment law for recommended revisions to ensure sovereign immunity and make recommendations for changes to support the Tribes employment vision via the EPM.
  • An Employee Policy Manual draft that balances the applicable federal laws, Indian Employment laws, Tribal Code, and our tribal culture and practices while preserving our sovereign immunity to the fullest extent.
  • The Employee Policy Manual must be employer and employee friendly with room for interpretation while eliminating contradicting policies.

Minimum of 10 years’ experience practicing HR consulting.

Knowledge of Indian Employment Law.

Three references from clients that demonstrate a favorable reputation.
