Scope of Work
The construction of the new Oak Harbor Clean Water Facility includes multiple new surface and below grade structures and installation of new process mechanical systems to create a replacement wastewater treatment facility adjacent to Windjammer Park on the Oak Harbor Waterfront. Work consists of site demolition; temporary earthwork shoring; mass excavation and site grading; ground improvement for foundation settlement mitigation; structural concrete work for water retaining structures; a new treated effluent outfall into Oak Harbor; temporary dewatering systems; new process mechanical systems, electrical distribution and support facilities including a new water quality laboratory, maintenance building and administrative offices. This bid package includes Electrical, Instrumentation & Controls and Mechanical Systems only.

Non-mandatory, but strongly encouraged, pre-bid meetings and site visits have been scheduled for 1:00pm, August 16, 2016 at 321 SE Pioneer Way, Oak Harbor, WA 98277. The prebid meeting will provide the opportunity for Bidders to learn more about the Project Requirements, Bid Package Scopes of Work and the DBE Inclusion Plan. All bidders are encouraged to attend the pre-bid meeting in order to acquaint themselves with the local conditions under which the work is to be performed and to correlate personal observations with the requirements of the contract documents.

Bids, utilizing the attached PROPOSAL FORM, must be delivered sealed to Hoffman Construction Company, 600 Stewart Street, Suite 1000, Seattle, Washington 98101 and date/TIME stamped by Hoffman Construction’s official bid time clock located at the reception desk, by the bid date and time specified herein. Bids must be submitted on Hoffman Construction Company of Washington’s Proposal Form in a sealed envelope, complete and clearly labeled for the Bid Package. FAXED BIDS WILL NOT BE ACCEPTED. A BID BOND in the form of a surety bond, cashier’s check or certified check in an amount equal to five percent (5%) of the bid must be attached to bids in excess of three hundred thousand dollars ($300,000). Bids under $300,000 do not require a Bid Bond. Bids received after the bid deadline will not be considered.
