The Confederated Tribes of the Colville Reservation (Colville Tribes) TOSHA Office is seeking proposals from qualified firms or individuals to perform Debris Removal Services as described in the Scope of Work section below, to carry out Federal Emergency Management Agency requirements in the removal of debris from the Keller area on the Colville Reservation. The Confederated Tribes of the Colville Reservation is a Sovereign Nation. Presidential Executive Order established the Colville Indian Reservation in 1872, with a land base of 1.4 million aces, located in North Central Washington State. The Administrative Headquarters are located at the Colville Indian Agency Campus, approximately 2 miles south of Nespelem, WA with offices located throughout the reservation in four distinct districts. Standard business hours are Monday thru Friday 7:30 and 4:00 p.m. excluding Saturdays, Sundays, Tribal and Federal Holidays.

Proposals must be submitted to the Confederated Tribes of the Colville Reservation, Attn: Contract Officer, Purchasing Program Building, 10 Lakes Street, P.O. Box 150, Nespelem, WA. 99155 no later than 2:00 pm, _Thursday, August 15, 2013_ Pacific Standard Time (PST). All proposals and accompanying documentation will become the property of the Colville Tribes and will not be returned. Contractors accept all risk of late delivery of mailed proposal regardless of fault.

Purpose of RFP
The purpose of this Request for Proposal is to select the most qualified firm or individual to provide Debris Removal services and enter into a Tribal Construction Contract within seven days of notification.

Background:
Debris removal

The following provides the Tribes initial concept of the work anticipated and deliverables. This scope of work will be discussed in detail with the finalists to develop an agreed upon project scope that incorporates the approach of the contractor as well as the initial concept of the Tribes.

The removal of an estimated 10,000 cubic yards of debris from the following three locations:
Pile 1: Scapoose meadows north of Keller GPS coordinates 48.12827-118.6890.
Pile 2: Alice Flats on the water tower road GPS coordinates 48.05010-11840813.

The removal of an estimated 2,180 cubic yards of debris from the following five locations:
• Keller Park south of Keller – 20 logs at the entrance.
• Meadow Creek homes – 6 logs in lower turnaround.
• Sanpoil homes – 8 logs scattered around home site.
• Mountain Ridge homes – 10 logs scattered around home site.
• Alice Flats second edition – 11 logs behind Tracie Peones house, last house leaving second
edition going north on right hand side.
