 Alaska Native / American Indian Hire: It is the policy of the ANTHC to hire Alaska Natives / American Indian workers to the greatest extent possible. Firms who adhere to this policy are encouraged to submit quarterly reports indicating the number of Alaska Native / American Indians hired and, the percentage of the total workforce represented.

Scope of work
The ANTHC plans to award up to two (2) contracts for Professional Environmental Consulting Services to fulfill its needs for environmental assessments and reports, wetland surveys, compliance assistance, permitting assistance and environmental consulting services in support of the ANTHC’s health and sanitation construction projects located in remote Alaskan communities throughout the State. ANTHC is seeking firms whose combination of experience and expertise will provide timely, cost-effective services to meet the short Alaskan construction season.
The selected firms will provide Professional Environmental Consulting Services and assist ANTHC with, but not limited to, the delivery of the following:

  • National Environmental Policy Act (NEPA) Environmental Assessments, and Environmental Reviews (ERs) in accordance with the Indian Health Service Environmental Review Manual (2007 version) and the United States Department of Agriculture Rural Development (USDA RD) and may include other agencies.
  • Spill Prevention, Controls, and Countermeasures (SPCC) Plans, Facility Response Plans and associated plans in accordance with the United States EPA rule (40 CFR 112 9f) and the United States Coast Guard (33 CFR 154.1050), and associated spill response management.
  • Asbestos and Lead-based paint testing and reports.
  • Biological Wildlife Assessments.
  • Ground water sampling and soils testing.
  • Stormwater Pollution Prevention Plan (SWPPP) development.
  • Environmental Site Assessments (ESA).
  • Floodplain Assessments.
  • Dewatering Permits, Site Blasting, and/or Gravel Extraction Mining Permits.
  • Wetlands Delineations.
  • Industrial hygiene services and monitoring, including Hazardous Waste Assessments and monitoring for compliance.
