Project Description:
The project redesign aligned the project scope to the available budget.
This project, located on the University of Washington, Seattle campus, will construct Phase 1 (Gathering Building) of the wǝɫǝbʔaltxʷ (Intellectual House) project. The building vision is to be a contemporary interpretation of longhouse style traditions of the Salish people of the Pacific Northwest. Phase 1 will construct a multiservice learning and gathering space for Native American students, faculty, and staff, which will provide the opportunity for various cultures and communities to come together in a supportive and welcoming education environment to share their knowledge and their cultures with one another.
The Gathering Building will be 8,340 gross square feet of space and include a large gathering hall, conference room, office, teaching/warming kitchen, and other related support spaces. The outdoor spaces include programmed gathering areas, outdoor cooking space, and educational gardens with native plantings that will be used in teaching indigenous science and art.

Bid Submittal: Sealed bids will be received by the University of Washington at the Capital Projects Office, University Facilities Building, top floor, Seattle, WA 98195, on the University of Washington Seattle campus. A campus map can be found online at http://www.washington.edu/maps/. Seattle campus parking and traffic regulations can be found online at http://www.washington.edu/admin/parking/. Campus parking rates can be found online at http://www.washington.edu/commuterservices/parking/fees. Bidders are responsible for all parking costs and for complying with parking regulations. Failure to comply with parking regulations may result in citation and possible impound of vehicle.

Part I of the Bid Form will be received up to 2:00 p.m. on January 31, 2014 and Part II of the Bid Form will be received up to 3:00 p.m. on January 31, 2014 Bids will then be publicly opened and read aloud at 3:00 p.m. Bids received after the date and hour above stated will not receive consideration.

Project revisions since October 2013 bid include changes to the scope and nature of site utilities and improvements, structural systems, interior finishes, and glazing systems. Other more budget control revisions exist throughout the Contract Documents.

Pre Bid Site Meeting: The Project site is available for inspection by prospective bidders. The site is the N-6 parking lot on the University of Washington Seattle Campus. A pre-bid meeting and site walk will be conducted on January 22, 2014 at 10:00 am, meeting at the N-6 Parking Lot.
Bid Documents: Bidders may obtain or access plans, specifications, and addenda for this project through the following sources:
1) Hard Copies including plan holders list, may be obtained at ARC, 2730 Occidental Avenue South, Seattle, WA 98134, (206) 622-6000, upon receipt of a refundable deposit of $75. To receive a deposit refund, plans and specifications shall be returned to ARC in good condition within 14 calendar days of the bid submittal deadline.

Bid Guarantee: A surety company bid bond on a form acceptable to Owner, a cashier’s check or a certified check payable to the order of University of Washington, or cash, shall accompany each bid in an amount not less than five percent (5%) of the Basic Bid. No bidder may withdraw its bid after the hour set for the opening thereof, unless the award of the contract is delayed for a period exceeding 60 days.
Apprentice Utilization: Mandatory apprentice utilization of at least 15% of the total labor hours worked on the contract is required. Apprentices must be registered as apprentices with the State Apprenticeship and Training Council. Bidders may contact the Department of Labor & Industries, Apprenticeship Program at 360-902-5320 to obtain information on apprenticeship programs.
MWBE: The University of Washington is committed to providing the maximum practicable opportunity for participation by minority and women-owned businesses (MWBE) in public works. Voluntary goals for this project have been established as 10% MBE and 6% WBE. Participation may be either on a direct basis in response to this invitation to bid, or as a subcontractor or supplier. However, no minimum level of MWBE participation shall be required as a condition for receiving an award and bids will not be rejected or considered non-responsive if they do not include MWBE participation. Safety Plans: Prior to the issuance of the Notice to Proceed, the Contractor will be required to submit to the Owner a copy of its company safety program. See Modifications to the General Conditions, Part 5 for details.
The Owner reserves the right to reject any or all bids and to waive as an informality any irregularities in the bids received.
