 ALASKA NATIVE/AMERICAN INDIAN PREFERENCE: In accordance with Section 7(b) of the Indian Self Determination and Education Assistance Act (ISDA), 25 U.S.C., 450e(b), an Alaska
Native/American Indian bidder’s preference will be applied in the amount of:
• 2.5% if the aggregate amount of the contract is expected to be more than $10,000,000.00,
including all option years;
• 5% if the aggregate amount of the contract is anticipated to be between $500,000.00 and
$10,000,000.00, including all option years; and
• 10% if the anticipated aggregate amount is less than $500,000.00, including all option years.

The ANTHC strongly encourages the use of local hire for construction awarded under the
contract established by this IFB. At a minimum the contractor shall advertise or post notices in
the community with the intent to hire qualified individuals if available.

Scope of work
DESCRIPTION OF WORK: The successful contractor shall provide all materials, tools, equipment, supplies, parts, labor, freight, transportation, mobilization, and demobilization, and supervision necessary to provide classified fill material from an existing quarry for constructing the proposed sludge lagoon and to blast existing bedrock underlying the footprint of the proposed lagoon to allow excavation of the deeper portions of the lagoon. The in-situ bedrock at existing quarry will need to be blasted, crushed, and/or screened to produce the required quantities of classified material. The in-situ bedrock underlying the lagoon will need to be blasted for later removal by ANTHC personnel during the lagoon construction. All work is to be performed in strict accordance with the Scope of Work, Technical Specifications, and Plans.

Pricing for each line item is to include all costs associated with completing the project, including
administrative, overhead, profit, etc.

The bidder agrees to perform the work required at the amount specified above in strict  accordance with the terms of this solicitation if this bid is accepted by Alaska Native Tribal Health Consortium in writing within sixty (60) calendar days after the date bids are due.
